Tiered Service Delivery Framework
Tier 1
- Standards aligned instruction given to all students through general education and differentiated instruction (80% of students should respond to this instruction)
- Essential Standards – what all students must know
Tier 2
- 15% of students may need this intervention. If more than 15% of students are weak in any one area, the skill deficit should be addressed in Tier 1 instruction.
- Students scoring between 11-25%ile on universal screener (aimswebPlus, NWEA)
- 12 students or less per group (dependent upon intervention guidelines)
- 3-5 days per week, 30 minutes each day
- Interventionists could be grade level teacher, reading specialist, special educator, or intervention specialist (IIS)
- Most likely would occur during WIN period
- Assessment for progress monitoring occurs during intervention time and biweekly (option to progress monitor weekly)
- Increase the intensity of the Tier 2 intervention (3 PM cycles)
- Move to Tier 3 (3 PM Cycles)
- Parent Notification of Tier 2 intervention is required.
Tier 3
- 5% of students may need this level of intervention
- Students scoring between 1-10%ile on aimswebPlus /NWEA
- 5 students or less per group
- Daily for 60 minutes per day – in addition to Tier 2 intervention (additional 30 min.) or change intervention to 60 min. per day
- Interventions generally provided by special educators, reading specialists or IIS beyond CARE and gen ed. Students may miss other content to have deficit skills addressed. Parents must be consulted and approve for the student to be removed from content specific instruction.
- Assessment for progress monitoring occurs weekly and during intervention time
- Increase the intensity of the Tier 3 intervention (3 PM cycles)
